The Embracing Our Traditions,Values, and Teachings: Native Peoples of North America HIV/AIDS Conference,

designed by and for Natives Peoples, was held in Anchorage, Alaska from May 2 through May 6, 2006. The Native Peoples HIV/AIDS Conference, provided a critical opportunity to reflect on the state of the HIV/AIDS response among Native communities and to plan new strategies in response.

The impact of HIV and AIDS on Native communities may appear small when compared with some other populations. The Native population, however, numbers only about 3.5 million in the United States. Incidence rates can therefore have a huge overall impact on this small community in the potential not only for loss of language, culture, and ceremonies, but also for overall extinction.

Efforts are underway to educate communities and to prevent and treat HIV/AIDS in American Indian, Alaska Native, Native Hawaiian, First Nations, and U.S. Territorial Pacific Islander populations. Some of this work is extremely successful, and other Native programs are struggling for resources and effective means of sharing information.

The conference was not a tribal consultation activity. We do hope, however, that participants will engage in information-sharing, network-building and creating relationships to further the work to mitigate the spread and impact of HIV/AIDS in the Indigenous population. (read more )

Mission

The Mission of New Mexico Poz Coalition is to network between clients (People Living with HIV/AIDS) of the HMA Districts, arbitration of issues related to individual clients and service providers where no such resolution is forthcoming, regional PLWA events, and dissemination of information relevant to PLWA activities within the Districts and the State. The Statewide functions include maintaining a web site, a Newsletter, Regional Meetings and an Annual Conference, co-sponsored by the State DOH and the HMA's.

Rationale

People Living with HIV/AIDS in New Mexico have traditionally played a role in advocacy for services, as well as provided a peer support, advocacy and networking coalition. Since the formation of the HMA's and an overall improvement in services and care, consumers have become increasingly disenfranchised from the provision of services and from one another.

Scope of Work

New Mexico Poz Coalition shall develop these goals through a work plan with measurable objectives:

Phase I: 2004 & early 2005

  • Participation on HMA and CAB Boards.
  • Public meetings within the four Health Districts of the State for Consumers.

  • Fulfilling the role of Ombudsperson in the event of needed consumer arbitration.

  • Evaluate services through a comprehensive consumer survey, with follow-up, at least annually.

  • Statewide Networking

  • Regional meetings among District Advocates and Consumers.

  • Encouragement of involvement opportunities for consumers Advocacy

  • State and National Policy Advocacy

Note: Phase I was completed with great results. We expect to continue and expand as community volunteers to involve and educate the public to the demise of the HIV/AIDS Epidemic.

Phase II. 2 005-2006

  • Development of Cooperative Agreements between the Coalition, CBO's and HMA's.
  • Statewide Conferencing on an annual basis.

  • Developing regional Consumers Advocacy coalitions.

  • Encouraging involvement opportunities for consumers in National Advocacy, including AIDS Watch, Washington DC in May.

  • Statewide Networking through development of an interactive website.

  • Expand operational Peer to Peer Educational Programs, Women and Children Programs, Minorities and Youth Programs
